Quebec doesn't know how many homeless people die every year. Why some say that needs to change

The province of British Columbia has been publishing data about deaths in the homeless population for about a decade. The city of Toronto began publishing its own data in 2017. Experts say it's time for the province of Quebec to follow suit.
