Montreal health agency says communications with family were 'incomplete' after woman found dead in ER

After nearly a month of silence, the health agency for Montreal's West Island says it has apologized to the family of Candida Macarine, who died in a room at Lakeshore General Hospital on Feb. 27. Her family says it's not enough.
