Quebec to implement COVID-19 vaccine passport on Sept. 1 in the face of 'inevitable' 4th wave

Quebec Health Minister Christian Dubé says vaccination passports will be used to give fully vaccinated people access to public events, gyms, bars and restaurants. Retail stores will not require proof of vaccination for the time being.
